job Title: Project Engineer
Department: Technical Services

Job Description

The Project Engineer oversees mechanical/process engineering activities associated with Gaslink’s pipeline construction and other projects. The position incumbent is responsible for determining the project scope and costing for civil/electrical/mechanical/process work related to the pipeline construction effort, and develops specific project plans for ensuring construction efforts are realised within time and budget specifications. Each sub-team’s work programme and costing scenarios are fed into the overall construction programme after due synchronisation and approvals.

In addition, the Construction Engineer manages additions and/or modifications to original plans and design considerations, and also supervises the actual mechanial/process construction work, ensuring adherence to design elements and safety features.


SPECIFIC DUTIES & RESPONSIBILITIES

Strategic
Provides needed specialised mechanical/process engineering support to the Construction Manager with respect to the identification of pipeline design issues, operational risk, and the resolution of attendant issues.
Provides management oversight for the development of integrated mechanical/process engineering blueprints and plans for the gas pipeline construction models.
Specifies the facilities required to assure the mechanial/process integrity of the pipeline system for existing and future operations and works with the Engineering Design Manager to ensure all necessary features are captured in designs and blueprints.

Operational

Planning & Supervision
Develops and monitors mechanical/process engineering project plans and budgets.
Participates in periodic performance review sessions, and reports on construction status as may be necessary from time to time.
Manages the performance, career development, welfare and motivation of Technical Support Officers and other permanent/termed employees within the mechanical/process engineering team.
Performs other assigned duties as delegated by the Construction Manager from time to time.

Design
Interfaces with the Engineering Design Manager to review existing facilities and develop conceptual process/mechanical designs for new pipelines/improvements to existing facilities.
Coordinates project information (studies, sketches, computations) for the process/mechanical engineering and construction of gas and pipeline facilities including equipment relocations and replacements, capacity additions, reliability and automation improvements.
Working within approved budget guidelines, ensures engineering designs and blueprints for the gas pipeline, ancillary equipment and AGIs capture safety, cost containment needs, business growth and effective utilisation of assets, product quality and throughput goals and objectives.

Job Title: Technical Services Officer
Department: Technical Services

Vacancy Description

The Technical Services Officer provides support to the Technical Services Manager in ensuring uninterrupted gas supply to consumers. He/she is also responsible for operating and maintaining the gas distribution system (Gas pipeline, AGI and gas equipment) and ensuring all equipments remain in perfect working condition at all times.

In addition, he/she is a key customer contact and helps ensure high levels of customer satisfaction are achieved and maintained for all gas consumers. The role also has responsibility for performing and coordinating periodic readings from customer PRMS equipment to determine actual gas consumption levels, which is used to calculate monthly bills.

Moreso, he/she is a backfill for the Technical Services Supervisor and must appreciate both the technical and business aspects of gas operations.

SPECIFIC DUTIES & RESPONSIBILITIES

Operational
Records the system parameter readings and records customers’ gas consumption volumes.
Prepares periodic gas and maintenance reports for the Technical Services Manager’s review and approval; highlights issues and provides suggestions for addressing problems noted/complaints from consumers.
Handles PRMS installation and commissioning tasks.
Checks performance of, and produces routine inspection reports on various AGI equipment:
Gas Odourising system
Emergency Shut Down valve
TEG and TR
Stand-by generator set (microturbine/diesel)
Borehole pump assembly
Cathodic Protection Systems for Steel Pipeline
Pressure Regulating and metering system
Gas Chromatographs
Gas Pipeline SCADA
Actively participates with the team during utility maintenance and repair works.
Carries out routine and non-routine Right Of Way (ROW) surveillance for encroachment
Collate and analyse equipment data for proactive and effective maintenance and Planning
Ensures Effective manning of the 24/7 Technical Response Desk to Gas Consumers
Carries out Pipeline integrity tests, Leak Surveys, etc
Performs other tasks as assigned in the individual Annual Business Targets and by the Manager or Executive Management from time to time.

QUALIFICATIONS & EXPERIENCE
1st degree in Engineering especially in Mechanical, Petroleum, Chemical, Electrical/Electronics Engineering
2 – 3yrs relevant industry experience in a similar role with a bias for hands-on, field-oriented tasks with good professional back office skills

KNOWLEDGE & SKILLS REQUIRED
Strong hands-on field maintenance and repairs skills
Understanding of Oil & Gas Industry Dynamics – local & global
Ability to interface team to management and the group
Good grasp of Codes & standards applicable to the Gas/Pipeline/Power sectors
Gas Plant & Pipeline Operations (including understanding of gas flow equipment, and process control)
HSE Regulations & Policies for Gas/Power companies
Hands-on knowledge of a Computerised Maintenance Management System (CMMS) software
Good Knowledge of SCADA in Gas network application.
