Nigeria Monitoring & Evaluation Management Services Vacancies

The Nigeria MEMS five-year Task Order was awarded to The Mitchell Group Inc. (TMG) by the Nigeria Mission of the United States Agency for International Development in May 2005 to provide comprehensive monitoring and evaluation support services to the Mission, serving Strategic Objective Teams and Implementing Partners in the full set of programs.

The Mitchell Group Inc. was awarded the contract to provide monitoring and evaluation management services to USAID/Nigeria on May 12, 2005.

The Nigeria MEMS Project provides a set of Core Services to the Mission and the USAID Implementing Partner community while the contract permits USAID and the its partners to purchase a range of services related to monitoring and evaluation.

Nigeria MEMS assists the Mission to develop its Performance Management Plan, assess data quality, collate, store, and aggregate data in its various databases, and analyze and report on program performance.

Nigeria MEMS provides guidance and assistance to the Mission to ensure quality, timeliness and adequate dissemination of evaluation results. A roster of qualified Nigerian firms and individuals has been developed to provide local expertise for the conduct of evaluations of USAID activities.

Job Title: Monitoring and Evaluation Specialist

Nigeria MEMS II is currently recruiting for Monitoring and Evaluation Specialist in the area of Economic Growth & Environment (EG/E), agriculture economic development and food security. Experience in EG/E- related performance monitoring is desirable, but above all, a firm foundation in research methodologies is sought. We have a particular interest in hearing from people who have strong qualitative research skills used in the context of undertaking rigorous evaluations. Though his position is tied to a specific sector, the incumbent will be expected to contribute to a variety of Nigeria MEMS 11 activities including one-on-one technical assistant to Mission staff and partners form other sectors, the delivery of M & E Training and support to Evaluations.

Responsibilities

Assist in designing, planning, participation in & overseeing Evaluation of the Mission’s program
Design & deliver training in performance management
Contributing to Quarterly reports to USAID
Prepare technical reports and other documents as required

Assist the USAID Nigeria Mission & Partners update, refine & in some instances develop their Performance Monitoring Plans, particularly those of EG/E Team nut also other Mission teams on needed.
Undertake objective assessment of Data Quality
Collate and analyze data as necessary for the Mission’s PMP

Selection Criteria

1. Education: Master’s Degree in Development economics, social sciences, statistics or other related fields. Evidence of formal training in qualitative research skills or evaluative research. Formal training in performance management is highly desirable.

2. Communication & Organizational Skill: Excellent spoken, writing and analytical skills, also required are: Exceptional inter-personal skills to deal with a range of stakeholders with varying capacities in performance monitoring to details and to follow-up methodologically with clients.

3. Work Experience: Minimum five (5) years of experience in monitoring and evaluation of development programs, preferably on agricultural development, food security, or programs. Technical understanding of economic development, agriculture and/or food security, nutrition, and ability to design and track indicators to measure performance in these areas. Previous experience working with international donors required. Strong data collection, analysis, and report writing skills required. Excellent computer skills (Microsoft Word, Excel and Knowledge of statistical packages/ Epi, Info, ACCESS, SPSS etc and database) are required.
